The Autonomy Index™ is a 0 to 100 workflow-level diagnostic that evaluates four weighted pillars and eight dimensions to determine how much work AI can reliably own, where human scaffolding remains, and whether the workflow is sufficiently trusted and governed to scale. It produces a maturity band, workflow-ownership assessment, primary constraint, Theatre Gap, Autonomy Quality Matrix™ placement and prioritised improvement roadmap.

What problem it solves

Most AI reporting counts activity: logins, prompts, seats, tokens. None of it answers the question leadership actually asks, which is whether the work has changed. The Autonomy Index scores the workflow itself, so adoption, trust, governance and released capacity can be discussed with evidence rather than anecdote.

The workflow is the unit of assessment

One clearly bounded business workflow is assessed at a time: its tasks, decisions, systems, handovers, owners and exception paths. Tools are not scored. Workflows are.

Every assessment scores the same four weighted pillars and the same eight formal dimensions. There is no alternative dimension set anywhere in the framework.

Workflow measures such as adoption consistency, feature depth, workflow ownership, output quality, human intervention, capacity released, risk exposure and business impact are evidence inputs and reported outputs. They are not formal dimensions.

The five Autonomy Maturity Bands

Level 1, AI Theatre

0 to 20

Visible AI activity with no measurable change to how the workflow runs.

Level 2, Fragmented Pilots

21 to 40

Real capability exists in pockets, while the surrounding workflow stays fragmented.

Level 3, Functional Adoption

41 to 60

AI is used consistently inside defined steps of the workflow with reliable output.

Level 4, Operational Integration

61 to 80

The workflow is redesigned around AI, with ownership, controls and evidence in place.

Level 5, Operational Autonomy

81 to 100

AI reliably runs the workflow end to end under governance, monitoring and escalation.

The separate four-stage Workflow Ownership scale

The five-level Autonomy Maturity Band describes the overall maturity of the assessed workflow or organisation. The four-stage Workflow Ownership scale describes how much of a specific workflow AI reliably completes. They are different outputs and are always labelled separately.

Ownership Stage 1, Individual Assistance

AI helps a person complete a task. The workflow itself is unchanged.

Ownership Stage 2, Repeatable AI-Assisted Tasks

Specific steps are consistently completed with AI inside the workflow.

Ownership Stage 3, Supervised Workflow Ownership

AI runs the workflow end to end with human review at defined checkpoints.

Ownership Stage 4, Trusted End-to-End Autonomy

AI owns the workflow reliably, with governance, monitoring and escalation.

The Autonomy Quality Matrix™

Each assessed workflow is plotted on the Autonomy Quality Matrix™, which sets workflow ownership against output quality. It is where autonomy that has outpaced trust becomes visible, and where AI debt is surfaced.

Limitations

The Autonomy Index is not a model benchmark, an LLM evaluator or a compliance certification. It measures workflow-level change, not model performance. Its outputs can support governance and risk decisions, but it is not a governance platform. Scoring depends on the quality and honesty of the workflow evidence provided.
